Minutes of the General Meeting of The Kilgetty/Begelly Community Council held on September 9 via the medium of Zoom:
MATTERS ARISING
• Email received from member of the public concerning speed of traffic along the Carmarthen Road and particularly outside the school. Matter to be added to agenda of October meeting, Councillors asked to consider options prior to the meeting.
• Clr. Jones reported hedge cutting had been completed, however concern was raised on the amount of cars parking on the verge which made the cutting process difficult.

ACTION TRACKING
a) public footpath to Stepaside - no response received from PCC department, clerk to contact again. Review October
b) Footpath widening in Begelly and speeding - Clerk to contact officer by telephone at PCC to state length of time without response not acceptable, matter needing conclusion as soon as possible. Review October.
c) The Adverse possession of the Begelly Play Park Field - No response received from the Land Registry, Solicitor to be contacted to review/chase application. Review in October.
d) Dog Fouling within the Community - Clr. Adams reported that in conversation with an officer from Pembrokeshire County Council they had stated due to financial restraints they no longer supplied ‘dog bins’. The clerk to enquire on the cost of providing a bin by the Community Council but emptied by PCC.
REPORTS FROM COUNCIL REPRESENTATIVES
• Begelly/Kilgetty Community Association - Clr Anderson reported that no meeting had taken place with the association, but an email had been received from a member of the public complimenting the work carried out by volunteers in the community: “Yesterday my family group of six adults and three children stopped at Kilgetty chip shop on the way from Heatherton and came across the gardened area next to your offices.
“We ate our tea on the benches and wondered around the lovely gardens. The children appreciated the topiary, and we all loved the herb garden and little interesting touches here and there. Just wanted to know that your obvious hard work was enjoyed and if we are in the area we will stop here again.”
• Rural Futures Group - Clr. Lockley reported next meeting to be held week commencing September 13. A site meeting had taken place to discuss the tree line and the siting of the Portacabins behind the Community Hall.
• One Voice Wales - Clr. Lockley reported no recent meeting had taken place.
• Begelly Play Park Task and Finish Group - Clr. Lockley and Clr. Wyatt reported work had commenced on the redevelopment of the park, trees have been felled and cleared, the play structures dismantled, the roundabout will be refurbished by Stepaside Coachworks at no charge to the Community.
The concrete foundations will be sent for crushing to be used for aggregate to assist in the drainage of the field. The next phase being the levelling of the playing field. Plans awaited from Dwr Cymru of the Water and Sewerage layout within the park.
Clr. Lockley also reported that compliments had been received from the community on the commencement of works.
• Kilgetty Play Park task and finish group - Clr. Lockley reported that the group had not had a meeting. Clr. Adams emphasised the need to start the path project due to winter months approaching. EGM to be convened to agree the financing of project.
PLANNING APPLICATIONS
• Reference 21/0219/PA: Land west of Stepaside CP School, Carmarthen Road, Kilgetty, SA68 OUG - Erection of retaining wall, boundary fence, changes to site levels, FFLs, and site layout. Following consideration of all the information provided by the Planning Authority issues were raised regarding ongoing drainage problems. Clr. Harries proposed that Kilgetty/Begelly Community Council object to this planning application. Clr. Jones seconded the proposal and all Cllrs in agreement.
• Notification of Planning Decision for: Deri Dene, New Road, Begelly, Kilgetty, SA68 0YE (refused).
OTHER MATTERS
• Clr. Lockley reported that a notice had been posted by Pembrokeshire County Council relating to the footpath at the Miners Field Kilgetty. Under S228 of the Highways Act 1980, PCC propose to adopt the path and thereon take responsibility for its maintenance. Clr. Wyatt requested that clarification be sought from PCC on what the term ‘adopt’ means, the land being owned by the Community it was important that no changes are made in the future.
• Clr. Wyatt reported that Red Squirrels had been seen within the area, the community should be encouraged to report sightings.
The next meeting will take place on Thursday, October 14 at 6.30 pm.
