A WOMAN has been fined in court for landlord offences relating to a property in Carmarthenshire.

Nesta Urquhart was prosecuted by licensing and registration body Rent Smart Wales, which regulates the rental sector.

A spokeswoman for Rent Smart Wales said it had been investigating reports of non‑compliance relating to a property on Norton Road, Penygroes, near Cross Hands, for some time.

Although the property was eventually registered in December 2025, the spokeswoman said the landlord failed to meet the full legal requirements of the scheme, which include completing approved training and obtaining a licence to manage the property.

“This was despite numerous attempts by Rent Smart Wales to seek compliance,” said the Rent Smart Wales spokeswoman.

“As a result, Nesta Urquhart of Clos Penyfai, Llanelli, was successfully prosecuted at Cardiff Magistrates’ Court on February 11, 2026. She was found guilty of failing as a landlord to be registered, failing to be licensed to carry out property management activities and failing to provide information to Rent Smart Wales.”

The defendant was fined £1,100, ordered to pay a victim surcharge of £440, and costs of £440.

Rent Smart Wales, which seeks to improve standards in the rental sector, said its investigations will continue and further action taken as necessary to secure compliance.

All landlords with privately-rented property let out on a domestic tenancy in Wales are legally required to register with Rent Smart Wales.

Landlords and agents who undertake letting and management work at rental properties are legally required to have a Rent Smart Wales licence, having undergone training. Licences are issued with a set of conditions landlords or agents must follow.
