A Milford man who failed to put his rubbish out in time and then dumped his refuse bags at a nearby energy plant hoping that they would be collected in time, has been fined in court.
Thirty-one-year-old Mark Woodford, of Richard John Road, appeared at Haverfordwest Magistrates Court on Tuesday, charged with depositing several orange bags and boxes of waste from his motor vehicle on land belonging to Egnedol Energy Plant without authorisation.
Prosecutor Abul Hussain told the court that the incident occurred at Blackbridge on March 2, when a worker at the energy plant site noticed a quantity of rubbish had been dumped at the gates.
“They viewed CCTV and could see Mr. Woodford emptying the bags out of his vehicle,” he said.
Documents were also found in the waste, pointing to the culprit’s home address.
Defence solicitor David Williams told the court that Mr. Woodford believed that he had missed the refuse service collection for that day and as he knew roughly the route that the lorry took. He thought that he would place his bags outside the gate of the energy plant, knowing that they would be collected.
“He has no previous convictions that are relevant to this charge, and certainly none for flytipping.
“This was an endeavour by Mr. Woodford to catch up with the authorised refuse collection on that day which went wrong and has backfired,” explained Mr. Williams.
Magistrates fined Mr. Woodford £40 for the offence and ordered him to pay prosecution costs of £85 and a £30 victim surcharge.
