I am writing to draw your attention to the disgusting state of the layby at the top of Strawberry Lane, Penally (see photograph).
It may not be clear from the photograph that three of the items on the ground are bags full of dog faeces, one of which had been run over by a car and split, spilling its stinking contents.
The bin has not been emptied for at least three weeks. This is a common occurrence, with consequences similar to those shown in the photographs. As a local resident I make it my business to clear up as far as possible, even putting considerable quantities of rubbish in my own bin, but it is a losing struggle.
If it is impossible for the council to arrange regular collections from this bin, please remove it.
The trouble with the presence of a bin is that it gives visitors a sense of entitlement. If the bin is full, they will either shove more rubbish in by force, or leave it alongside the bin. In either case, seagulls have access to things like food wrappings, which they rip up and scatter, adding to the foul mess. If there is no bin, responsible people will take their rubbish away.
Inveterate litter-louts will leave it, but I can easily deal with this on a daily basis.
I have drawn attention to the state of this bin on several previous occasions, and as a result the bin has sometimes been emptied, but no regular collection has been instituted.
For the sake of residents, visitors, pets and wildlife, I implore you to put an end to this deplorable state of affairs, which is very likely to be mirrored in other locations around the county.
