Among matters discussed at this month’s meeting of Amroth Community Council were the following:
Outstanding issues to be addressed
Road sinking on Amroth Hill by the 30mph signs: A letter from Welsh Water had been received stating that ‘no further areas (on the road) required attention. There were no defects or leakage from the clean water pipes. The clerk would contact Dyfed highways stating that the road continues to sink badly due to the three manhole chambers where the sewer had sunk and to recommend concreting over the area that keeps sinking before applying tarmac. Unless something was done, there would be a serious incident on the road which the authority was likely to be liable for.
Cliff falling sign between Templebar and Wiseman’s Bridge: The clerk and Clr. Harries had requested on separate occasions for more prominent signage about the danger of rocks falling from the cliffs (Amroth to Wiseman’s Bridge). The current signs were inadequate, they too high and could be missed. There needed to be a sign immediately as you walk down onto the beach. Rocks fall very regularly from the cliffs, it was a popular area for families with children to play. The clerk was to contact Chris Payne at PCC to chase this up.
Back lane at Summerhill: A PCC enforcement officer had advised the land owner that planning permission was required for the newly-created access. With regards the tree/shrub clearance, this was acceptable as there was no tree preservation order neither was it in a conservation area.
Work had stopped at Channel View, Summerhill, as a result of a council officer visit.
Clerk to audit the noticeboards before the September meeting to see which needed improving/replacing.
Memorial bench: This was in the process of being fixed after being broken for a second time.
Request for better signage for beach dog prohibition: PCC had check all the signs. There were nine in total, one had been replaced at the top of the slipway. They felt this was sufficient for the beach. The clerk had contacted the resident who raised the concern.
An email had been sent to PCC enforcement officer to investigate 14/0939/PA land east of Folly Cottage, Llanteg
Re- surfacing planned work by PCC did not cover Tresselly Road to A477. This had been passed to Rob Evans, highways assessment manager.
Mr. Mike Abel had kindly begun tidying the Amroth memorial garden on a voluntary basis.
Pen-y-daith, Pleasant Valley: Clerk to contact PCC planning enforcement.
A request has been sent to PCC for the maintenance/replacement of the timber fence alongside Toad Hall to slipway at Amroth.
County Councillor Brinsden’s report
Clr. Brinsden was unable to attend, but provided an update on PCC. Mr. Ian Westley had been appointed as the new CEO of PCC. There were 15 applicants for the position from all over the country, including Shetland Isles. He was sure that under Ian’s stewardship, we can look forward to a much more open and accountable regime and public relations will improve.
He continued: “I have received a few complaints regarding the Long Course Weekend, mainly about the cyclists using foul language towards other road users and riding at speeds in excess of speed limits and in a very dangerous manner. I have reported this to the streetcare dept at PCC. If you have received an email from County Hall, perhaps you could also reiterate these complaints on behalf of ACC.”
Llanteg Community Hall and Association
New benches had arrived and been installed - they were fantastic. Thanks to Clr. Harries who organised the delivery and positioning of the benches, as well as Mike Abel for also helping. Ludchurch Horticulture show will be held in Llanteg Village Hall, August 7.
Amroth and District Community Association
The association would also like to thank ACC for the two seats which had already been well-used and were admired. Thanks go to Clr. Harries and Roy Lewis for positioning them. The concert that was planned for August had now been postponed until December 12. PLANED were organising a tour of well-run and well-used community venues in the county and are visiting them on August 13 at lunchtime.
Planning
Land adjacent to Villa St. Helens, Wiseman’s Bridge, extended holiday occupation of caravan approved. Conditions shall be occupied as holiday accommodation only not persons sole or main place of residency, or any person exceeding 30 days residency per year. Within two months of this notice, a close boarded fence is to be erected (1.5m-1.8m high) along western boundary; single storey extension, Wood Hatch, Summerhill, approved; alterations and extension The Brow, Stepaside, approved; Plot adjacent to The Meadow, Llanteg, non-material amendment, erection of dwelling (amended plans), approved; Colby Woodland Garden, alterations to car park and associated works, approved; construction of stable block land south of Green Plains, Stepaside, no objection; installation of base station (4g mast), NW Middleton, Amroth Road, no objection; installation of base station, Amroth Road, no objection; installation of freestanding solar photovoltaic panels Parsonage Farm, Amroth, request considerations to be taken into account re: access, no. of caravans benefiting, securely fenced off for safety reasons; determination of conditions (environmental act) Blaencilgoed Quarry, no objections; replacement dwelling, Westfields, Wiseman’s Bridge, objections the building being too large and out of character with the surrounding properties. Errors in the applications regarding mains sewage, occupation of property. Also using land that the developer does not own.
Other Matters
David Reese charity - only two thesaurus were required this year.
The clerk had received an email request for a memorial bench. The only benches left available without plaques were the one near the flag pole and the one further down towards Temple Bar.
Feedback on the leaflet for Llanteg Fun Day with no directions or contact details.
The council felt very strongly that they needed to provide feedback to the organisers of the Long Course Weekend after receiving numerous complaints from residents. There were two accidents in the community, one on the road that leads to Blaencilgoed Quarry. The cyclist did not provide their name and details. The other accident was by Kilarno Farm. Complaints included cycling at dangerous speeds well above the speed limit, extremely bad language to pedestrians and cars. Cyclists kicking cars. Cyclists stopping and urinating in gateways. The council have also asked who is insured for damage to cars - do cyclists participating in these events have insurance, or do the organisers cover participants insurance? It was also felt that there was a lack of signage and marshalling for the event in area.
The council had requested the clerk contact PCC footpath officer about the diverted rights of way that used to cross Blaencilgoed Quarry after feedback had been received regarding them being prevented from walking around the quarry.
