With a review of the Local Development Plan (LDP) currently taking place by Pembrokeshire County Council, councillors in Tenby have requested information on ‘Section 106’ agreements that have been put in place over the past 10 years alongside developments in Tenby.
Planning obligations such as Section 106 are private agreements made between local authorities and developers that can be attached to planning consent to make the development acceptable.
When discussing a list of land allocations and large residential sites for Tenby listed in the Pembrokeshire Coast National Park Authority’s current LDP directory, members of Tenby Town Council, discussing the matter at their meeting on Tuesday night, requested an update from the authority.
“It would be useful to have a progress report on Section 106 requirements over the past 10 years from PCNPA, to see whether developers have fulfilled their obligations in Tenby,” commented Clr. Laurence Blackhall.
Clr. Blackhall also queried the position of the Butts Field car park listed on the land allocations document by PCNPA.
“It says that ‘Pembrokeshire County Council as the landowner has advised that the need to provide an alternative car park makes development of this site uneconomic at present’ - but despite this, they have resubmitted the site as a ‘candidate site’ for an unspecified mixed use.
“I would raise concerns about this to PCNPA, as problems in the past have shown that sites have been listed that are unrealistic candidate sites, and just there to meet a target.
“We need to know that any figures released are real and not just based on potential, otherwise the area will not be getting near enough the affordable housing quota required,” he added.
Clr. Mrs. Christine Brown referenced the development at Kinloch Court overlooking the South Beach as one such development that she would like to know what progress was made on the Section 106 agreement.

The town clerk said that the town council would have the opportunity to look over the matter when the list of the draft candidate sites came through as part of the process of the new LDP being prepared.
