Before the start of last month’s meeting of Manorbier Community Council, Clr. Hughes asked that members stand in a minute’s silence in memory of ex-Clr. Ray Hine and in memory of Mrs. Sue Williams, wife of ex-Clr. and vice-vhair of MCC, Terry Williams, following their recent sad passing.

Clr. Hughes also welcomed Clr. Lorraine John to MCC following her recent co-option, as a councillor for Jameston and Lydstep ward.

Matters arising from the minutes

Response by email from Clr Hislop about road traffic signage in the centre of Manorbier. Clr Hislop outlined his concerns about the lack of adequate signage, including two-way traffic signs, as well as lack of white road markings. County Clr Phill Kidney agreed to arrange a site visit between Highways, PCC and Clr Hislop to discuss these concerns. County Clr Kidney agreed to arrange this at the same time as a visit from Alan Hunt, PCC Access Officer, to discuss the footpath between Vicarage Fields and the Post Office in Manorbier.

The clerk read out the results of recent speed surveys undertaken in Jameston. In view of the high percentage of vehicles exceeding the speed limit at this location, PCC has forwarded the results to Dyfed-Powys Police with a request for targeted enforcement. A further check will be undertaken shortly to the west of Jameston by a mobile speed camera enforcement unit.

Emails from Judith Evans about road closures, bus and postal services in Jameston and Manorbier during Long Course Weekend. Clerk was asked to pass these comments on to PCC. Clr Miall also mentioned confusing road closure signs on The Ridgeway, Manorbier, before and during the event. Some motorists were lost and could not find their way to, for example, Pembroke Dock on the Saturday of the event. Clerk to also send these observations to PCC for their de-brief with the organisers of the event.

Email from PCC about availability of street cleaning board and litter pickers. PCC was also considering removal of the beach cleaning board from Manorbier beach due to theft of the associated litter pickers. County Clr Kidney agreed to pass details of the street cleaning board and litter pickers to a local resident.

Email from National Theatre Wales about a large scale project being staged in Pembrokeshire in September 2020. Clr Hislop said that they were using The Reading Room in Manorbier for auditions. Clerk to acknowledge only.

planning applications

Dismantle/fell ash trees to ground level at Fernley Lodge, Manorbier SA70 7TH. Clr Hislop proposed that this application be recommended for approval. Seconded by Clr Williams. Vote taken - all in favour.

Replacement of existing side storage buildings with side extension at 10 Gray Avenue, Manorbier. Clr Long proposed that this application be recommended for approval. Seconded by Clr Clark. Vote taken - all in favour.

County Councillor’s Report

County Clr Phillip Kidney provided the following helpful update:

Waste bins were not emptied between a Friday and Tuesday recently in Manorbier. PCC had apologised, but normal service had been resumed.

Overnight parking at local beaches had become an issue. Enforcement of no overnight parking could not be carried out unless size of signage and wording was correct. A sign at Freshwater West was a good example. If MCC wanted appropriately worded signs, County Clr Kidney said he would follow-up this matter up in readiness for next summer. Members were content for County Clr Kidney to proceed. Clr Hughes reported that a motor home had been parked for five days and nights on land opposite Atlantic View, Manorbier. The land was probably owned by Picton Estate and Clr Hughes had spoken with the landowner’s agent. The agent was content for an appropriately worded sign to be erected to prevent this overnight parking at this location providing it was confirmed that Picton Estate owned the land. Clr Clark reported that a disabled badge owner was parking across more than one car space at the lay-by near this location. Clr Williams said he had seen up to nine motor homes parked in beach car parks at Skrinkle and Manorbier during one weekend.

The bin at the top of Manorbier beach had been burnt out and this would be replaced.

Outline planning permission for 102 affordable homes, eight shared ownerships and 34 open market houses had been approved by PCNPA for Brynhir, Tenby. Members noted that this was likely to place a strain on local services, including accessing GPs.

Action Tracking

Jameston Play Area – equipment inspections and vegetation update: Clr Williams confirmed he had undertaken the latest inspection. The report had been given to the clerk. Clr Williams noted that there had been some rubbish in the play area but he had removed it. Some brambles were now growing through the perimeter fence. Clr Williams agreed to trim back this vegetation. Clr John asked about the provision of rubbish bins in the play area. Clr Hughes reported that bins had been provided in the past but as these were being filled with dog waste these had been removed from the play area. Clr John and Clr Clark reported that some dogs were being walked through the play area. The clerk confirmed that HAGS would shortly be visiting the play area in order to inspect the zip wire and provide a quote for its repair or replacement. Clr Hislop reported that adults were using the zip wire at Skrinkle Play Park. County Clr. Kidney said he would let Save Our Skrinkle Park know.

Emergency Items

Clr Miall reported that a speed sign had been turned around outside Emmanuel Gospel Church. County Clr Kidney agreed to investigate.
