Minutes of the General Meeting of Kilgetty/Begelly Community Council held via Zoom on October 14;

ACTION TRACKING

• Footpath widening in Begelly and speeding. No response received from PCC, matter to be covered in communication to Leader of Pembrokeshire County Council. Review when further communication received.

• Public footpath to Stepaside no response received from PCC department, clerk to contact again. Review when further communication received.

• The Adverse possession of the Begelly Play Park Field. No response received from the Land Registry, Solicitor to be contacted to review/chase application. Review when further communication received.

• Dog Fouling within the Community. PCC confirmed due to financial constraints they do not fund bins. PCC to confirm if waste bags can be collected. KBCC to enquire on cost of suitable bins. Review November.

REPORTS FROM COUNCIL REPRESENTATIVES

• Begelly-Kilgetty Community Association - Clr Anderson reported that the Community Association had applied to the Keep Wales Tidy group (sponsored by the Welsh Government) for plants, trees, shrubs, raised beds, plug plants and tools to create a wildlife area, unfortunately the bid was not successful.

Clr. Anderson also reported £1,200 had been spent on Loft insulation for the Hall. The use of the Car Park as a testing centre by the NHS was to be extended until the end of October.

• Rural Futures Group - Clr. Thomas reported that there had been considerable interest shown by the Golden Age Group in the ‘Outdoor’ Gym equipment as part of the Rural Futures project.

• Begelly Play Park Task and Finish Group - Clr. Wyatt reported work was progressing well at the park. In excess of three hundred tonnes of Topsoil had been delivered to site, all waste concrete had been removed, crushed, and returned as aggregate. Levelling of the land near completion, the car park area currently being created. BT Openreach have been contacted to re-route existing cabling. Rubber matting from the Play area will be reused at the nearby Kilgetty Play Park.

• Kilgetty Play Park task and finish group - Clr. Lockley reported that the group had not had a meeting, Clr. Wyatt volunteered to chair the task and finish group.

CONSIDERATION OF CORRESPONDENCE

• Notice received from Pembrokeshire County Council confirming the footpath at the Miners Field Kilgetty had been ‘Adopted’ under S228 of the Highways Act 1980, Pembrokeshire County Council will take responsibility for its maintenance.

• Correspondence received from One Voice Wales regarding an invitation for the Community Council to take part in a Pilot of Community and Town Councils, receiving a Self-Evaluation Toolkit. Expressions of interest required.

PLANNING APPLICATIONS

a) Reference 21/0498/PA Chronicle Park, Parsonage Lane, Begelly, Kilgetty SA68 0YL: Change of use and conversion of former cow shed outbuilding to two bed holiday let accommodation - Information received stated application had been refused.

b) Reference 21/0427/PA Lakeside Building ‘Dacha’, Broomfield’s, Thomas Chapel, Pembrokeshire SA68 0XG: Change of use from Educational to Educational use plus Residential (short term holiday let) - Following consideration of all the information provided by the Planning Authority, Kilgetty/Begelly Community Council are not in a position to make a decision due to insufficient information being given.

Notification of Planning Decision: Land West of Pharmacy, Carmarthen Road, Kilgetty, SA68 0UE - Conditionally approved (clarification to be sought on conditions of approval).

OTHER MATTERS

• To consider matters appertaining to the Kilgetty Play Park-Pathway round park, access and play park - Clr. Lockley confirmed funding approved at meeting September 13th, contractor to be contacted by Clerk and instructed to commence works.

• To consider a request from Scout Group for installation of gate - The Scout Group have requested to reinstate a gate at the car park adjacent to the Scout Hall due to health and safety concerns relating to Saturday drop-off and collections of children. Clr. Adams proposed that Kilgetty/Begelly Community Council postpone making a decision, seconded by Clr. Wyatt, with the majority of Cllrs in favour.

• Discuss traffic speed along Carmarthen Road and in particular outside School - PCC to be contacted to review the current provision and to consider alternative options.

• Clr. Adams requested the provision of Christmas lights be added to next meeting.

• Clr. Anderson requested signage be reviewed at Kilgetty Play area, as the ‘No Dog Fouling’ signage has been removed.

• Clr. Anderson reported the Gatepost needed repair at the Kilgetty Play Park.

• Correspondence to be sent to proprietor responsible for erection of ‘Free Parking’ sign.

• Quote to be sought for additional CCTV cameras in vicinity of Community Hall when quote received to be added to next meeting agenda.

The next meeting will take place on Thursday, November 11 at 6.30 pm.
