Minutes of the General Meeting of The Kilgetty/Begelly Community Council held on July 8 via the medium of Zoom:

ACTION TRACKING

a) public footpath to Stepaside - Three footpaths ref: SP42/29, SP42/43 and SP42/33 identified, objection to removal off the definitive listing to be sent to Pembrokeshire County Council. Cllrs Adams and Anderson to review proposals further. Review August.

b) Footpath widening in Begelly and speeding - Awaiting copy of email sent to Council but not received. Clerk to contact Clare Williams PCC. Review August.

c) The Adverse possession of the Begelly Play Park Field - No response received from the Land Registry, review in August.

d) CCTV/Broadband connection at the Scout Hall, Kilgetty - Incidents of Anti Sociable Behaviour reported, the need for two additional CCTV cameras, quotation received from local installer. Clr. Adams proposed the quotation be accepted and work be completed, Clr. Thomas seconded the proposal and all Cllrs in full agreement.

REPORTS FROM COUNCIL REPRESENTATIVES

a) Begelly/Kilgetty Community Association - Clr. Anderson reported that the Community Association had recently held its AGM, new Chairperson elected Gerry Long. Work is in progress on the insulation of the loft of the Community Hall.

b) Rural Futures Group - Clr. Adams reported that plans had been drafted in relation to erection of Cabins and ‘Men’s Shed’. Plans to be submitted to Pembrokeshire County Council for consideration.

c) One Voice Wales - Clr. Lockley reported that Pembrokeshire County Council are piloting a scheme for 20mph speed restrictions in built up areas in line with a Welsh Government initiative which included prevention of parking on verges and pavements. It was reported that a new guide from Welsh Government required decisions made by Town and Community Councils be published within 7 days. The subject of ‘Hybrid’ meetings is ongoing. Clr. Lockley reported that there was an increase of use of Facebook as a communication tool for the community. Clr. Adams proposed a Facebook page be set up for Kilgetty/Begelly CC, Clr. Wyatt seconded the proposal with a majority of Cllrs in agreement.

d) Begelly Play Park Task and Finish Group - A site meeting with the group took place on June 23. Clr. Wyatt presented a draft plan of the site, quotations for groundworks are to be obtained. Clr. Wyatt proposed a fixed amount be agreed to progress with phase 1, Clr. Smith seconded the proposal and all Cllrs in full agreement.

CONSIDERATION OF CORRESPONDENCE

Notification received from Pembrokeshire County Council, on Kilgetty/Begelly Community Council being successful in the bid submitted against the ‘Enhancing Pembrokeshire Grant’. The sum of £28047.00 awarded for the Begelly Play Park project.

PLANNING APPLICATIONS

• 21/0262/31PA 31, Newton Heights, Kilgetty, SA68 0ZB (amended site address): Two-Storey extension and internal alterations - Following consideration of all the information provided by the Planning Authority, Clr. Wyatt proposed that Kilgetty/Begelly Community Council support this planning application. Clr. Smith seconded the proposal and a majority of Cllrs in agreement.

• 21/0235/DC Barley Park, New Road, Begelly: Discharge of conditions 3 (Buffer zone) and 9 (landscaping) of planning permission 18/0860/PA (conversion and extension of farmhouse to two flats and a semi detached dwelling (partly in retrospect) - Clr. Thomas proposed that the Community Council object to the removal of set conditions, Clr. Adams seconded the proposal and all Cllrs in full agreement.

• 21/0195/PA Hackett Farm, Begelly, Kilgetty, SA68 0XN: Replacement above earth banked nutrient store - Clr. Thomas proposed that the Community Council support this planning application. Clr. Whitby seconded the proposal and all Cllrs in full agreement.

• 21/0213/PA Deri Dene, New Road, Begelly, Kilgetty, SA68 0YE: Side and Rear Extensions to Detached Bungalow, with raising roof to provide attic accommodation with dormer window openings - Clr. Wyatt proposed that the Community Council support this planning application. Clr. Thomas seconded the proposal and all Cllrs in full agreement.

• Notification of Planning Decision: 21/0049/PA 31, Newton Heights, Kilgetty, SA68 0ZB (Refused).

OTHER MATTERS

• To consider S106 Funding to add to enhancement project at Kilgetty recreation ground and Play Park - Clr. Lockley reported a possibility of funding for proposed development within the area, Kilgetty considered to be service area. The Community Council declared interest.

• To consider Traffic and Highway Community works fund for the purpose of Speed awareness signage - Clr. Lockley proposed an application be submitted for signage in Begelly area, Clr. Smith seconded the proposal and all Cllrs in full agreement.

• To consider matters appertaining to the Kilgetty Play Park (Pathway round park, access and play park) - Three quotations received, status of grant funding to be confirmed.

• To consider request from the Community Association to release 330 sq. metres of the common for creating a wildlife area - Clr. Anderson reported that the Community Association have been invited to apply to the Keep Wales Tidy group (sponsored by the Welsh Government) for plants, trees, shrubs, raised beds, plug plants and tools to create a wildlife area. The Association would require the area to be available for a minimum 5 year period.

If the proposal is approved the Community Association would work with the Environmental group to move the application forward. Clr. Anderson proposed the Council approve in principle, Clr. Thomas seconded the proposal and all Cllrs in full agreement.

• Clr. Adams raised the issue of dog mess in the area, the matter will be added to the ‘action tracking’ item on the agenda.

• Clr. Wyatt enquired on Youth representation on the Council.

• Clr. Anderson expressed need for archived files stored at the Community Hall to be reviewed and shredded if no longer required.
