Minutes of the General Meeting of Kilgetty/Begelly Community Council held on February 11 via the medium of Zoom:

MATTERS ARISING

• Footpath widening in Begelly - including speeding issues in this area – Report awaited from Pembrokeshire County Council. Clr. Thomas also advised the Council that he had spoken with Clare from Pembrokeshire County Council regarding this matter (Review March).

• Repair of road surface in GP surgery Car Park – An email sent by the Clerk requesting a start date for all the repair works.(Review March).

• First Registration/Adverse Possession of Begelly Playing Field - Email received from the Land Registry Office confirming receipt of the application and advising that there is currently a backlog of applications therefore this application may take longer than usual (Review April).

• Listing of Milestone Markers in Kilgetty and Begelly - Email received from CADW advising that the Consultation period had commenced on January 28 2021 – following the completion of such the Council will be advised accordingly (Review April).

• Public footpath to Stepaside - Further information awaited from the Trunk Road Agency and Pembrokeshire County Council (Review March).

REPORTS FROM COUNCIL REPRESENTATIVES

• Begelly-Kilgetty Community Association - Clr. Anderson reported that no events have been held in the Community Centre due to the current government-imposed restrictions.

• Rural Futures Group - Clr. Wyatt reported that the re-structured Rural Futures Group are now moving this community project forward and that there are plans to have a social media campaign and mail drop to enable community engagement and for the group to assess the community feedback

It has been agreed to ensure that the Community Council are given regular updates.

CONSIDERATION OF CORRESPONDENCE

• Email received from a member of the public requesting assistance with locating a copy of the book ‘The Story of Begelly’ and other local information - Cllrs Anderson, Wyatt and Thomas agreed to assist in any way they could.

• Telephone call received advising that the Pembrokeshire County Council do not own all of the Miners Walk as parts of it are privately owned.

• Email received raising concerns regarding the amount of mud being left on the road at Kilvelgy Park by the contractors working within the location. The Clerk advised the Council that an Email had been sent to the Planning Enforcement Officer but as County Councillor Pugh was copied into the Email the Clerk will request that Cllr Pugh also advise the Planning Enforcement Officer of the major ongoing problem.

• Email received from Pembrokeshire County Council Governors’ Support Officer requesting nominations for the position of Community School Governor at Stepaside School. Clr. Smith nominated Clr. C Ebrey to be considered for the position of Community School Governor at Stepaside School; Clr. Ward seconded the proposal with all Cllrs in full agreement. The Clerk to advise the Pembrokeshire County Council Governors’ Support Officer accordingly. (Post meeting note – All information received regarding this position has been forwarded to Clr. C Ebrey).

• Email received from Western Power Distribution requesting that the Community Council give consideration to permitting a cable to be laid on land in the ownership of the Kilgetty-Begelly Community Council. This will be added to the March Agenda.

PLANNING DECISIONS

• 20/0782/PA – Hawthorn Rise (Conditionally approved).

• 19/1011/PA – Shipping Cottages (Conditionally approved).

OTHER ITEMS

• Play Park - To consider the future arrangements for the play park/s regular inspections - All Councillors confirmed that they had received the relevant information relating to this agenda item.

Following consideration of all the information provided Clr. Thomas proposed that the Community Council use the contractor who is able to offer a repair service following inspections; Clr. Ward seconded the proposal with all Cllrs in full agreement.

• To consider Kilgetty-Begelly Community Council sponsoring IT equipment for the use by pupils of Stepaside School

Cllrs Jones and Wyatt made certain enquiries with Stepaside School Headteacher as to what IT equipment would be of assistance in the remote learning process, as the Community Council were considering the possibility of providing such to ensure all children are able to access on- line lessons.

It was voted in favour that the Community Council sponsor nine Chrome Books for use by children attending Stepaside CP School.

The Clerk requested Council to confirm that the VAT refund would be used to pay for such. This was confirmed in the positive.

• To consider the possibility of an inoculation centre being located in Kilgetty or Begelly - The Clerk advised the Council that confirmation had been received from Pembrokeshire County Council that, at this point in time, there are no plans to develop a ‘pop up’ vaccination centre in Kilgetty or Begelly and if anyone is unable to attend either Tenby or Saundersfoot centres they will be attended to in due course via a home visit.

Council agreed to reconsider this agenda item in a few months.

• To consider the possibility of the Community Council purchasing Kilgetty Community Centre or if the owners decide not to sell the renewal of the licence/lease following correspondence received from Pembrokeshire County Council and the Management Company as Minuted from September 2020.

Clr. Lockley advised the Council that no further correspondence has been forthcoming from the Management Company of the Community Centre and surrounding land/buildings, despite numerous requests for an update by the Council.

Following a discussion regarding the present management of the Community Building, Clr. Lockley requested Councillors to consider what conditions might be included within the possible new Lease. Also, to consider if the area is offered to the Community Council to purchase what price would be reasonable, what would be the benefits of ownership and how the Community Building would be managed if purchased by the Council.

To consider any emergency items and/or outstanding issues before Full Council -

It was reported that:

• the broadband connection at the Scout Hut is unstable and may require upgrading. A meeting has been arranged with ACDC to discuss options. Clr. Wyatt will report back at the March meeting.

• fires have been lit within the underpass at the end of station Road. Clr. Thomas advised that he had spoken with the local PCSO.

• an increased number of tractors with slurry trailers were using Ryelands Lane and while doing so depositing slurry on the road. This matter will be reported to Pembrokeshire County Council due to the possible hazard to other road users, especially motorbike riders and walkers.
