Minutes of the General Meeting of The Kilgetty/Begelly Community Council held on January 14 via the medium of Zoom:
MATTERS?ARISING
Clr. Wyatt advised the Council that the internet connection at the Scout Hall is proving problematic but a solution is being sought. Access to the CCTV footage is still accessible by the Clerk, one Councillor and the police (if requested).
ACTION?TRACKING
a) Resurfacing of Public Footpath outside Community Garden, Kilgetty (This was an error and should read Repair of road in GP Surgery Car Park and entrance) - The Clerk advised the council that an email had been received from the management company advising that the works have been scheduled and will be carried out as soon as possible.
The Clerk also advised that the Management Company are still seeking information from the owners of this land regarding the possible sale of the Community Centre and adjoining land to the Community Council. If the sale is not supported by either party, the existing lease will be renewed.
It was requested that the future of the Community Centre be considered as an agenda item in the February 2021 meeting.
b) Waste bin provision in Kilgetty and request for additional waste and recycling bins in area - It was confirmed that an email containing information relating to the number and location of rubbish bins within the Kilgetty/Begelly Wards has been received and will be circulated to all Councillors.
Any additional bins will be requested by Kilgetty/Begelly Community Council if considered necessary and the request will then be assessed by Pembrokeshire County Council.
c) British Rail Fencing: Miners field - Correspondence received from British Rail advising that an inspection had been carried out of the fence area and do not consider that any works are required at this point in time.
REPORTS?FROM?COUNCIL?REPRESENTATIVES
Begelly/Kilgetty Community Association - Clr. Anderson reported that although the Community Association have not held meetings the care for the Community Garden has continued.
CONSIDERATION?OF?CORRESPONDENCE
• Email received from Redkite Law providing relevant documentation regarding the registration of the Begelly Play Park, to be signed and then forwarded to the Land Registry Office. The Clerk advised that this has been completed.
• Email received containing certain purported information appertaining to land in the ownership of the Kilgetty/Begelly Community Council – The Clerk advised that this information is outdated and a recent response from the Council’s Solicitor confirms such.
• Email received and forwarded to all Cllrs offering virtual training by One Voice Wales. Clr. Lockley requested all Councillors to forward details of any training sessions attended to the Clerk.
• Hand delivered letter received by the Clerk raising concerns regarding - The Kilgetty Play Park (Discussed at the December 2020 meeting); Fly Grazing on land in the ownership of the Kilgetty/Begelly Community Council (This will be covered in the agenda); A request for the Community Council to install benches along the Miners Walk (This is land in the ownership of Pembrokeshire County Council, further information will be requested from PCC).
PLANNING?APPLICATIONS
20/0782/PA Hawthorn Rise, Little Newton Farm, James Park, Kilgetty - Following consideration of all information provided by the Planning Authority Clr. Thomas proposed that the Kilgetty/Begelly Community Council support this planning application; Clr. Whitby seconded the proposal with all Cllrs in full agreement.
20/0437/PA Plot adjacent to Shoemaker Cottage, Begelly - Following consideration, Clr. Thomas proposed that the Community Council support this planning application; Clr. Anderson seconded the proposal with all Cllrs in full agreement.
20/0687/PA The Rectory, New Road, Begelly - Following consideration, Clr. Wyatt proposed that the Community Council support this planning application; Clr. Adams seconded the proposal with all Cllrs in full agreement.
FLY GRAZING
Councillors received a report from Clr. Lockley following the meeting of the Kilgetty/ Begelly Community Council’s Working party to discuss the Council’s actions regarding fly grazing on land in the ownership of the Community Council (meeting held January 13).
Clr. Thomas had advised the Council that he had spoken to the owners of the ponies following the meeting of the working party. It was acknowledged that all animals have been removed.
The Clerk advised the Council that confirmation has now been received from The Land Registry Office, Pembrokeshire County Council and the Kilgetty/Begelly Community Council’s solicitor that no Common Rights remain on any land in the ownership of the Council.
All councillors confirmed that they had received the draft document depicting the procedure that Community Council will follow regarding the removal of grazing animals on land in the ownership of Kilgetty/Begelly Community Council.
Following consideration of such the following points were raised: All correspondence with animal owners will be conducted by the Clerk via Royal Mail Recorded Delivery and a copy of such held on file; No Grazing signage to be erected on all land in the ownership of the Kilgetty/Begelly Community Council but consideration be given to further signage depicting unauthorised activities; The Community Council would only give permission for animals on land in the ownership of the Community Council be euthanised if so advised by a qualified Veterinarian.
Clr. Lockley proposed that Kilgetty/Begelly Community Council adopt the procedure, as set out in the documentation, for the removal of animals grazing on any land in the ownership of the Kilgetty-Begelly Community Council; Cllr Wyatt seconded the proposal with all Cllrs in full agreement.
TO?CONSIDER?ANY?EMERGENCY?ITEMS
• A number of elderly residents have raised concerns that they have not been called yet to receive their Covid 19 inoculation. The Clerk advised that this was a Health Centre matter, but the Community Councils within the area are offering any assistance they can to the Teams which will be administrating the inoculations.
• Common Land – The Clerk confirmed that no land in the ownership of Kilgetty/Begelly Community Council has Common Rights upon it.
• Play Parks – Clr. Lockley confirmed that the Enhancing Pembrokeshire Grant application was very near completion – two pieces of information are awaited and the form will be submitted by the February 2021 deadline
The next meeting will take place on Thursday, February 11 at 6.30 pm via Zoom.
