Minutes of the General Meeting of Kilgetty/Begelly Community Council held remotely via the medium of Zoom, on December 12:
Matters Arising from the Minutes
CCTV - It was confirmed that the CCTV in the Miners field is now up and running. The Clerk has remote access to view the footage. Clr. Wyatt is holding the keys to the cupboard where the recording equipment is located in the Scout Hall.
Miners Field rubbish bin - Pembrokeshire County Council have positioned a rubbish bin in the Miners Field.
Fly tipped items – These have now been removed at a cost to the Kilgetty-Begelly Community Council. If further fly tipping occurs the appropriate authorities will be informed with the possibility of fines being issued.
Public Footpaths to Stepaside – Clr. Wyatt confirmed that he had received information from Mr Matt Cloud – Pembrokeshire County Council and that contact should be made with the Trunk Road Agency. This item to be added to action tracking and review in February 2021.
Publishing of the Minutes – Clr. Anderson requested that the new administration process, regarding the publicising of the Minutes and Cllrs names in the paper, should be on a four month trial basis. Council agreed – This will be reconsidered in April 2021
Action Tracking - Footpath widening in Begelly/Footpath maintenance in Begelly
A site meeting was held with a walk along this stretch of road. A working party has been formed consisting of Cllrs Lockley, Adams, Anderson, Thomas, County Cllr Pugh, members of Pembrokeshire County Council and Dyfed Powys Police. The main areas of concern are: Dangerous corner by St Mary’s Church and the difficulty in heavy goods traffic negotiating the tight bend; Conditions and width of the footpath along the A478 up to Folly Farm, included in this is the lack of wheelchair ramps, lack of footpath opposite the chapel and the narrow width of the footpath alongside Fir Grove; The break in continuity of the footpath 100 metres south of Folly Farm resulting in pedestrians having to step into the road; Traffic speed along the A478 is a concern and a short speed survey was set up. Adopting flashing speed warning was discussed and we await conditions and cost from County Council.
Resurfacing of Public Footpath outside Community Garden, Kilgetty - It has been confirmed that the footpaths, on both side of the road, have been resurfaced. This item will now be removed from Action Tracking.
Waste bin provision in Kilgetty and request for additional waste and recycling bins in area - Information is still awaited from Pembrokeshire County Council.
The Adverse possession of the Begelly Play Park Field - The Council’s solicitor has been instructed to register this land as first registration in the ownership of Kilgetty-Begelly Community Council. A meeting will be held in January 2021 to move the new playground on this land forward and apply for the Enhancing Pembrokeshire Grant. Cllrs Wyatt and Jones (as they are also School Governors) will liaise with the school to engage with the children to ascertain what they would like. Cllrs to forward possible dates for the meeting to the Clerk. Review February 2021.
Reports from Council representatives
Begelly-Kilgetty Community Association - It was confirmed that the remedial works, following the insertion of the new windows, has been completed. The Clerk has requested keys to the new doors from Clr Pugh.
Rural Futures Group - Clr. Lockley advised the Council that the Group are taking advice regarding any Planning Applications that may be required to be made.
Clr. Wyatt reported that three members of the Rural Futures Group have left and several persons have shown an interest to join the Group. During the next meeting the group will review the plans and feedback to the Community via different forms of social media. The Group will then consider any comments and considerations made into account, altering the plans if required.
Consideration of Correspondence
The Clerk advised the Council that the Charity Commission return 2019/2020, for the Miners Field, has been completed.
Telephone call received from Pembrokeshire County Council (and the Neighbouring Policing Team) advising that Mr Henry Edwards had passed away and his family have been notified.
Telephone call received from a member of the public requesting the Kilgetty-Begelly Community Council consider erecting a form of memorial for Mr. Edwards.
Planning Decisions - 19/1327/PA Sterling, Thomas Chapel (conditionally approved).
To consider any information received regarding the request to British Rails to extend the metal railings in the Miners Field - The Clerk advised that a representative from British Rail had telephoned advising that the maintenance team would inspect the fence and form a report. This item to be added to action tracking and review January 2021
To consider the Council’s actions regarding Fly Grazing on land in the ownership of the Kilgetty- Begelly Community Council - All councillors confirmed that they had received a copy of the Email, sent to the Council, raising concerns regarding Fly Grazing.
Clr. Lockley requested that a working party be formed to consider all the information received regarding the Lawful way the Kilgetty-Begelly Community Council can prevent Fly Grazing. A meeting will be called in January 2021 (prior to the Full Council meeting) and a draft procedure document prepared to present to Council for adoption.

Any Other Business
Clr. Adams requested that thought be given to the formation of a Festive Lights Working Party. This has been added to the January 2021 agenda.
2021/2022 budget and precept
All Councillors confirmed that they had received all documentation relating to this agenda item. Following consideration and discussion of all budget headings and amounts – Cllr Adams proposed that Kilgetty/Begelly Community Council request a Precept payment of £27,850.00 for the financial year 2021/22; Clr. Anderson seconded the proposal with all Cllrs in full agreement.
The next meeting will take place on Thursday, January 13.
