A Tenby man has been fined in court after admitting being drunk and disorderly in a public place, when police caught him urinating off the steps of a beach-side restaurant in Saundersfoot.

Twenty-five-year-old Andrew Patrick Lynam, of High Street, appeared at Haverfordwest magistrates court, on Tuesday, to plead guilty to being drunk and disorderly in Coppett Hall, Saundersfoot.

Prosecutor Vaughan Pritchard-Jones told the court that police were called to the vicinity of the Coast Restaurant in Saundersfoot, shortly after 6 am on September 17, after a report of a man banging on the windows of the premises and shouting.

“When police officers arrived on the scene, Mr. Lynam was standing at the top access stairs of the premises urinating on the steps below.

“He was seen to officers to be clearly drunk or possibly under the influence of drugs, as he was slurring and couldn’t speak when officers approached him.

“They sat Mr. Lynam on a small bench and he remained silent when they asked him who he was.

“Concerned for his welfare, officers arrested him, and he resisted somewhat, tensing up, and he had to be taken to the ground,” explained Mr. Pritchard-Jones, stating that the defendant had no previous convictions, but cautions for drugs possession back in 2011.

Representing himself in court, Mr. Lynam said that he didn’t deny that he was under the influence of alcohol that night, but that he couldn’t remember the incident.

Stating that he had been “quite unwell” for several days afterwards, he explained to magistrates that he had obtained CCTV footage leading up to the incident, that he claimed showed that he had fallen over quite badly and hit the floor.

“I’m not using it as an excuse, but I believe that I received a serious knock to the head that affected my wellbeing,” he said.

Magistrates fined Mr. Lynam £166 for the offence and ordered him to pay prosecution costs of £85 and a £30 victim surcharge.
